Portable Equipment Registration Program - Tier 1 and Tier 2 Engine Information Upcoming Deadlines

California Air Resources Board reports the following Tier 1 and Tier 2 engine categories registered in the Statewide Portable Equipment Registration Program (PERP) and owned by large fleets are subject to multiple upcoming deadlines and phase-out dates.  Large fleets have a total cumulative horsepower over 750 bhp for all portable engines under common ownership and control of the fleet.

Tier 1 engines rated greater than 750 brake horsepower (bhp)
  • Phase-out date: December 31, 2021
This phase out date applies to Tier 1 engines rated greater than 750 bhp that operate at full-use and are not equipped with a properly functioning level-3 verified technology.  This deadline does not apply to the large fleets that opted into, and are following, the fleet average compliance option since 2019, nor to the fleets that received credit for early compliance. This deadline also does not apply to Tier 1 engines designated as low-use or emergency-use, as noted on PERP registrations. The registration certificate, sticker, and operating conditions list the phase-out date.
  • Deadline for change of ownership: July 1, 2021
This deadline is the last postmark date PERP will accept change of ownership applications for Tier 1 engines rated greater than 750bhp.
  • Prohibition of sale date: January 1, 2022
This deadline is the last day you may sell Tier 1 engines rated greater than 750 bhp in California.  The sale of engines outside of California is not prohibited.

Tier 2 engines built prior to January 1, 2009 rated at 50 bhp to 750 bhp
  • Deadline for modification: July 1, 2021
This deadline is the last postmark date PERP will accept low-use or emergency-use modification requests to registrations for Tier 2 engines built prior to January 1, 2009 rated at 50 bhp to 750 bhp and owned by large fleets Modification requests postmarked after this date will be denied.

Tier 2 engines built prior to January 1, 2009 rated at 50 bhp to 750 bhp
  • Phase-out date: December 31, 2021
This phase out date applies to Tier 2 engines built prior to January 1, 2009 rated at 50 bhp to 750 bhp that operate at full-use and are not equipped with a properly functioning level-3 verified technology. In addition, fleets with active Tier 2 registrations in PERP have been, or soon will be, receiving brown color placards along with updated registration documents, including stickers, reflecting the December 31, 2021 phase-out date as part of a Tier 2 mass mailer.  Please replace your green placards and registration documents with the updated registration packages we sent you.
